About the Role

We are recruiting a Commercial Bids & Tenders Manager to lead high-value tender submissions across key sectors including construction, energy, vacant property management, public sector frameworks, and critical infrastructure projects. As part of a leading hire solutions provider, you’ll play a pivotal role in securing major contracts and framework agreements with Tier 1 and Tier 2 contractors, government bodies, and utility providers.

Purpose of the Role:

The primary purpose of this role is to develop, manage, and deliver winning commercial bids and tender responses that align with the company’s strategic growth objectives. Acting as the bridge between commercial, operational, and client-facing teams, the role ensures all submissions are professionally written, competitively priced, and commercially robust.

You will be a strategic contributor, helping position BauWatch as a trusted supplier and driving long-term revenue growth across the construction, energy, infrastructure, and public sectors.

Key Responsibilities

Tender & Bid Management

  • Lead the full lifecycle of Pre-Qualification Questionnaires (PQQs), Invitations to Tender (ITTs), and Requests for Proposal (RFPs) from opportunity identification to contract award.

  • Ensure all submissions are compliant, tailored to client needs, and commercially competitive.

  • Develop bid strategies and compelling value propositions that maximise success in competitive procurement environments.

Commercial & Strategic Input

  • Collaborate with pricing, operations, and finance teams to develop scalable and commercially sound pricing models.

  • Evaluate client specifications and procurement documents to identify risks, opportunities, and points of differentiation.

  • Support negotiations and assist with contract mobilisation following successful bids.

Stakeholder & Client Engagement

  • Build and maintain strong relationships with Tier 1 contractors, utility companies, housing associations, and public sector procurement teams.

  • Represent the company at supplier engagement events, industry briefings, and framework consultations.

  • Promote a professional, client-focused image throughout the bidding process.

Process Improvement

  • Maintain and update a centralised bid content library, including case studies, policies, certifications, and standardised responses.

  • Analyse feedback from both successful and unsuccessful submissions to improve future bid quality and win rates.

  • Champion best practices and continuously improve bid efficiency and effectiveness.

Candidate Requirements

Essential

  • Proven experience managing commercial bids and tenders within the hire or related industries.

  • Strong understanding of Tier 1 contractor procurement and major public sector or industry frameworks.

  • Experience delivering bids in at least one of the following sectors:

    o Construction & Infrastructure (e.g., HS2, National Highways)

    o Energy & Utilities (e.g., DNOs, renewables)

    o Vacant Property Management (e.g., housing associations, local councils)

    o Public Sector (e.g., NHS, MoD, local government)

  • Excellent commercial acumen, written communication, and stakeholder management skills.

Desirable

  • APMP accreditation or equivalent bid/proposal qualification.

  • Familiarity with digital procurement platforms such as Jaggaer, Proactis, or Delta eSourcing.

  • Experience in the temporary security or surveillance industry.

  • Understanding of ESG, Net Zero, and Social Value requirements in public procurement.

Package & Benefits

  • Salary: £60,000-£70,000 per annum (depending on experience)

  • Company car or car allowance: £8,000 per annum

  • Bonus: Individual and team commission

  • Hours: 37.5 per week

  • Holiday: 25 days annual leave + Bank Holidays
